Replying to Getting out of a noise violation?

Just got my third noise violation. Anyways it was complete bullshit(there were 4 of us drinking on our porch listening to music at 10:30pm). I don't have 200 bucks to spare so I need to figure out how to get out of this. They didn't make me sign it and I'm pretty sure the law states that it has to be after 11pm receive one. If anyone has experience with a similar situation or maybe a lawyer as a dad give me some advice.
