im having a hard time when i get on the rail to cock my ski back and scissor so i can switch up or 270. Help ?

push down on the back edge of your front ski.  It took me a while to get it but it feels really good once you have it.  As soon as you feel like you have a grip on the rail you just have to commit to the spin out.

dont think about the scissor, just focus on gripping the rail with your edge.

a good way to get used to this is to:
1-find a small thin box that no one is using
2-step onto it and stand like you would normally slide a rail
3-dip your back toe down and push your forward heel against the box

you should keep your feet relatively close together so that its easier to turn. this little exercise will help you get familiar with what you need to do with your feet to help you grip the rail

Don't think about it so much!  Just use your heels and toes to push yourself where you need to go, that's really all there is to it.  You don't even have to scissor them much to do the two tricks you want to do.
