Almost all rap adheres to the beat. The better a rapper is, the better he can accent his syllables to line up with the beat.
Lil Wayne raps off-beat. His rhymes rarely ever coincide with the beat.

Most rap adheres to the spoken rules of english, with slang interwoven.
Lil Wayne does not adhere to the spoken rules of english. Rather he spews loosely construed fragments and words. Yet these words have connotative meanings and coupled with the way in which lil wayne delivers them, they invoke emotions and a deep meaning even though when laid out on paper and analyzed they mean nothing.
I agree that when compared to big l, nas, rakim, raekwon, mos def, talib kweli, krs one, etc. lil wayne is a terrible rapper.
But the fact is, lil wayne has completely bucked the trend in what is considered 'good rap' and therefore has made made good rap, by going in the opposite direction.
