So i heard apple is comming out with a new I touch does anybody know if this is true or not and if true when will it come out

You're probably referring to an iPod touch, not an iTouch. If so, then the rumors are that a new one will come out soon (no one ever knows when). It's going to have a video camera (maybe photo too) just like on the new nano.

Its the exact same just has more memmory.

They did  come out with a nano with a camera however.

im pretty sure a new ipod is always coming out. but we did get an upgrade fairly recently soo....

But the tablet has been referred to as the iTouch as well as the iPad and iTablet. So you could have heard this and just got confused.

They are expecting the tablet to happen soon though. Even BBC published a decent article on its expected release and apple has been contracting with major news outlets to create a new method of online magazine publishing.
