Replying to witness

so today im just runnin down north garden street here in bellingham, when this CRV is hauling ass, swerves, hits a parked truck, and swerves to the other side of the road and runs full on into a VW bus. the guy gets out, is all confused, obvious concussion and takes off running! all these neighbors call the cops and people try to run after the guy, and everything. i left after giving my story to the cops being the sole witness and yeah. didnt really feel like going running after that. the whole thing is just weird and gives you the same strange feeling like if you were actually in the accident. have you guys ever been a witness to something like this or worse?
