It's also just the environment presented. When you end up in a mid-century style urban environment, everything is architecturally very minimal and sharp. Like, borderline communist-era. Urban freeway overpasses in California, most of which were built in the 50's and 60's like this one are prime examples of such.

If the geography allows for it take that shot at a different time, when the sun isn't blowing out the top left above the railings but hits par exemple at a right angle to the overpass creating sharp shadows from the gap in the middle, play with the shadows, they can lift the image up, make it a bit more sexy and less mundane without adding any visual elements or clutter.

also the antisymmetry of this annoys me a bit. if he was framed a little bit to the left in the open space with no blocking the building it make me feel better i think

Very quick criticism, do with it what you want.
First off resize to something more manageable, say 1500 pixel longest direction.
1. All the elements are there, a bit cliche, composition lacks, all the interest is in the top left, too much out of focus wave, pump the ISO & shutter speed up.
2. Boring, underexposed, the dark bottom windows contain a negative space that is cluttered, lines are abruptly cut-off and composition is wonky.
3. Don't go videogame Bloooooom HDR, especially if you leave the image too dark, HDR exists to expand the dynamic range, it's not a filter, also holy wobble and ghosting artefacts at the same time.
Either step away further or use a lower viewpoint to either include or exclude the background, now it's having a duel for attention and making everything messy.
4. Mobile sunset picture/10, does nothing for me
5. Composition is getting there, horizon is off though, fucks with the building on the left, close down aperture, longer shutter, makes the water reflection less harsh, include more water in the shot
